E-Way Bill Rules for Interstate Goods Transport

An e-way bill is the electronic permit that's supposed to travel with your goods whenever a consignment crosses the threshold GST set for it. Get it wrong and a truck can sit at a checkpost for hours — or the goods can be detained outright. Here's what actually matters when you're booking interstate freight.

What an e-way bill is

It's a document generated on the government's e-way bill portal before goods move, recording what's being shipped, its value, and where it's going. Any GST-registered transport of goods above the value threshold needs one, whether it travels by road, rail, air or ship — and interstate road freight is exactly where it gets checked most often.

Who generates it

Usually the consignor (the seller or the party dispatching the goods) generates the e-way bill, since it's tied to the invoice or delivery challan. If the consignor hasn't generated one, the transporter can do it instead, provided they have the invoice details — which is why it's worth confirming before pickup, not after the truck has left.

What has to match

The e-way bill needs to reflect the actual vehicle carrying the goods. If a shipment gets transferred to a different truck partway through the journey — common on longer interstate runs — the vehicle number on the e-way bill has to be updated before the new leg starts. This is one of the most common reasons a consignment gets flagged: the paperwork says one vehicle, the truck at the checkpost is another.

Validity is tied to distance

An e-way bill isn't valid indefinitely — its validity period is calculated from the distance the goods need to travel, with additional days granted for longer hauls. If a consignment is delayed beyond that window, the e-way bill needs to be extended before it expires, not after.

What happens without one

Goods moving without a valid e-way bill, where one was required, can be detained at a checkpost until it's produced, and penalties apply on top of any delay. For a full truckload shipment, that's not just a compliance headache — it's a truck sitting idle and a delivery window blown.
